The “GovTech Prize” is an annual award organized by the Emirates Government Service Excellence Program (EGSEP) at the UAE Prime Minister’s Office, as part of the World Government Summit. Over the years, the GovTech Prize has launched numerous awards and hackathons recognizing the efforts of governments, pioneering students, researchers, institutions, private sector companies, and startups. These entities were recognized for developing innovative solutions using the latest technologies to address evolving local and global challenges and explore new opportunities for a better future for humanity.

For the past nine years, across its various awards and categories, the GovTech Prize has received tens of thousands of submissions from over 126 countries across five continents. This impressive level of participation underscores the global reach and impact of the GovTech Prize, highlighting its role in fostering innovation and excellence in government technology solutions.

The GovTech Prize is perfectly aligned with the aspirations of the World Governments Summit which aims to inspire and enable the next generation of governments. By promoting creativity and recognizing outstanding achievements, the GovTech Prize contributes to the Summit’s mission of harnessing innovation and technology to tackle universal challenges and drive global progress. The “GovTech Prize 2025” honors government entities, both central and local, worldwide for their creative and innovative solutions that address pressing challenges and create exceptional government service experiences. Additionally, the “Global Best M-Gov Award 2025” is presented to university students worldwide, enrolled in public and private universities, to highlight the pioneering role of universities and the creative and innovative youth in addressing local and global challenges through their ideas, prototypes, and developed applications.

2025 EDITION

About

The GovTech Prize 2025 is presented to government entities, central or local, worldwide to recognize creative and innovative solutions that address pressing challenges and/or create exceptional government service experiences. The award aims to recognize solutions that adopt novel approaches and techniques efficiently leveraging technology to solve problems affecting a large segment of the population and provide tangible benefits with the ability to expand geographically across borders.

The GovTech Prize 2025 recognizes innovations in creating human centric government services experiences in the following categories: Best Human Centric Government Service, Best Use of Generative AI in Government Services and Best Government Service in the World.

Submissions will be open from the 1st of August, complemented by nominations from the GovTech Prize experts network across the globe. An independent jury panel evaluates the submissions to determine the winners. The winners will be announced during the World Governments Summit in Dubai from the 11th to 13th of February 2025.

The submission closes on the 15th of January 2025 at 20:00 GMT.

Terms of Participation

This prize is geared towards government entities, central or local, across the globe. Only government entities can apply for projects developed inhouse or through partners. The eligibility and evaluation criteria are listed in details in the section below. It is important to read it before applying. Only shortlisted entities and/or finalists will be contacted.

  • The solution should be in a mature stage and should be adopted by at least one government entity.
  • The solution should be related to technology innovation.
  • The solution should have been developed and/or adopted recently; within the last 24 months.
  • The solution should align and/or belong to one of the categories advertised for the current year award.
  • Government Entities can submit multiple entries in a single category.
  • Government Entities can submit entries across the three categories.
  • Level of innovation: measuring the adoption of novel approaches and techniques leveraging technology to provide solutions in a streamlined and more efficient manner.
  • Impact: describing the ability for the solution to solve sticky problems affecting a large part of the population, providing tangible benefits.
  • Maturity: evaluating the readiness and robustness of the solution and its level of adoption.
  • Scalability and replicability: assessing the possible extension and adoption of the solution to broader audiences/geographies and/or other contexts.
  • Sustainability: considering both the cost-effectiveness and financial viability of the solution, as well as its ecological impact and footprint.

About

"The Global Best M-Gov Award 2025” celebrates creativity and civic engagement of students worldwide enrolled and registered in public and private universities. The Award’s mission is to highlight the pioneering role of universities and creative and innovative youth in addressing local and global challenges and building a better world. The Award recognizes ideas, prototypes, semi- or fully developed mobile applications that adopt novel approaches and techniques efficiently leveraging technology to solve universal problems and provide tangible benefits — with the ability to expand geographically across borders.

Three winners will be honored in the current edition of the Award, with the top winner prize set to $50,000 (Fifty Thousand Dollars) and the second prize to $25,000 (Twenty-Five Thousand Dollars) and the third to $10,000 (Ten Thousand Dollars).

An independent jury panel evaluates the submissions to determine the three winners. The winners will be announced and recognized on the main stage of the World Governments Summit in Dubai from 11 to 13 February 2025.

Terms of Participation

This prize is geared towards university students across the globe. Only students registered in public or private universities can apply for concepts and/or semi/fully developed mobile apps projects. The eligibility and evaluation criteria are listed in details in the section below. It is important to read it before applying. Only shortlisted teams and/or finalists will be contacted.

  • Only students enrolled in public and private universities, accredited and recognized by the relevant national authorities, can apply.
  • Students cannot participate individually; they must apply for the award as a team that consists of a minimum of two and maximum six individuals.
  • Every team can participate with more than one application for different projects. Every University can participate with more than one team.
  • Teams should submit a presentation deck of their project explaining the functions of the existing/eventual app, its rationale, the problem it solves, and well-explained and demonstrated scalability.
  • Teams should submit a full User Experience model and/or User Interface mockup.
  • The submitted projects must be developed by the students themselves and based on their academic work and studies.
  • Originality of the Concept: Measuring the novelty of the concept, the creative use of technology and the suggested approach to solve a real-world problem via a mobile application.
  • Usability: Quality of the User Experience and/or User Interface Design
  • Impact: describing the ability for the solution to solve sticky problems affecting a large part of the population, providing tangible benefits.
  • Scalability and replicability: assessing the possible extension and adoption of the solution to broader audiences/geographies and/or other contexts
  • Sustainability: considering both the cost-effectiveness and financial viability of the solution, as well as its ecological impact and footprint.
